What is Sovereign AI?

Sovereign AI refers to the development and deployment of artificial intelligence systems that are fully owned, controlled, and operated within a specific country’s borders, using local data, infrastructure, and regulations.

Countries Embracing Sovereign AI

Several nations are now prioritizing sovereign AI strategies to ensure that their data and models are secure and reflect national values:

United States: The U.S. has committed to collaborating with private firms like OpenAI and Microsoft under the Stargate Project, aiming to invest $500 billion into AI development over the next four years.

This includes the construction of nationwide data centers to ensure domestic compute capacity and security.

China: A front-runner in AI independence, China controls its entire AI pipeline—from chips to data.

This includes initiatives like the “Eastern Data, Western Computing Project,” massive investments in AI R&D, data localization policies, and strengthening AI skills.

United Kingdom: The UK is accelerating its sovereign AI initiatives through several strategic projects, including AI Growth Zones, which aim to attract investment and provide infrastructure for AI development, and the AI Opportunities Action Plan, which seeks to boost AI adoption across industries and public services.

The National Data Library is unlocking valuable datasets to drive innovation, while the AI Unit oversees policy and regulatory strategies.

France & Germany: France’s President Emmanuel Macron pledged €109 billion in private AI investments at the AI Action Summit in February 2025.

Additionally, the EU launched InvestAI, targeting €200 billion in funding for AI gigafactories and infrastructure across the continent.

French company Mistral continues to develop open-source LLMs, including the GPT rival Le Chat.

Russia & Iran: Amid global sanctions, both countries have focused on building sovereign AI models and infrastructure to circumvent reliance on Western platforms.

Big Tech’s Role: Nvidia, HPE, and Others Fueling Sovereign AI

Nvidia, a global leader in AI chips, is adapting to the sovereign AI trend by offering customized AI infrastructure for governments and enterprises seeking data control.

Their DGX Cloud and NIM (Nvidia Inference Microservices) can be deployed in on-premise data centers, ensuring data doesn’t leave national boundaries.

In France, Nvidia partnered with Scaleway and Iliad Group to provide sovereign AI cloud compute infrastructure.

Nvidia is supporting the development of Japan’s AI supercomputers, including SoftBank’s Blackwell-powered AI system. 

NVIDIA is also working with Fujitsu, NEC, and NTT to enhance Japanese-language AI models. Additionally, NVIDIA is helping establish AI factories in japan.

In the Middle East, Nvidia supports regional AI development while complying with local sovereignty demands.

Hewlett Packard Enterprise (HPE) is another major player, enabling sovereign AI by building on-prem AI supercomputers for public institutions and defense clients.

Amazon Web Services (AWS) and Microsoft Azure are also offering “sovereign cloud” solutions, giving clients control over encryption keys and data residency.
